Burundi shares its experience in domestic resource mobilization at ADF-17 strategic exchanges in Abidjan

In Abidjan, the Minister of Finance, Budget and Digital Economy of the Republic of Burundi, Dr. Ndirakobuca Alain, is taking part in high-level strategic exchanges organized by the African Development Bank Group within the framework of the 17th replenishment of the African Development Fund (ADF-17). The discussions are dedicated to domestic resource mobilization, a key pillar for sustainable development financing across the continent.

During the sessions, the Minister presented Burundi’s experience, highlighting a series of structural reforms aimed at sustainably strengthening the State’s internal financing capacity. Chief among these reforms is the establishment of the Burundi Revenue Authority (OBR), which has significantly improved the organization, performance, and governance of the country’s financial administrations.

Contribution to greater efficiency

This reform momentum is underpinned by the gradual modernization of tools and procedures, including digitalization initiatives, the introduction of an electronic single window, enhanced monitoring of commercial flows up to Bujumbura, and the recent deployment of electronic invoicing machines. These measures have contributed to greater efficiency, transparency, and accountability in public finance management.

The Minister emphasized, however, that these achievements go hand in hand with persistent challenges, particularly the fight against fraud and corruption. He stressed that addressing these challenges remains central to Burundi’s macroeconomic stabilization program and to the successful implementation of the country’s long-term development vision, Burundi Vision 2040–2060.

The exchanges at ADF-17 provided an important platform for sharing experiences and best practices, reaffirming Burundi’s commitment to strengthening domestic resource mobilization as a foundation for inclusive growth and sustainable development in Africa.
